Pay rate: $20.71/Hr. on W2.
Schedule: Monday – Friday (7:45am – 4:30pm)

Job Description:
  • This position is organizationally located within the Property Management and Land Acquisition Staff, Staff Services Office, Airports Division, Department of Transportation.
  • The Airports Division plans, develops, constructs, maintains, and operates all State-owned airport facilities and administers a comprehensive program of land, financial and personnel management. The Contracts and Clerical section assist in the preparation, processing and maintenance of contracts and other legal documents; maintains and updates an inventory of properties and facilities and computerized billing system; finalizes, processes and files lease contracts, agreements and permits; and provides typing services and general clerical support.
  • The Contracts Assistant I is responsible for the preparation and finalization of legal documents originating in the Property Management and land Acquisition Staff, drafts contracts and provides a variety of services in the preparation and processing of contracts.
Role & Responsibilities:

Legal Documents:
  • Responsible for the preparation and finalization of legal documents originating in the Property Management and Land Acquisition Staff and forward-them to the reviewing authorities, various offices and agencies for approval and acknowledgment. Responsible for the distribution of all land transaction documents.
  • Responsible for the preparation and finalization of legal publication notices; determines the publication dates in accordance with the bid opening deadlines; requests publication number from the Department of Transportation's Contracts Office and selects the newspaper agency for the notices to be published. Prepares and processes notices to bidders.
  • Issues plans, specifications, forms, and documents; accepts, receipts, and verifies certified checks and cash upon issuance of plans and specifications.
  • Assists in the Pre-Bid meeting; takes notes of all written and verbal questions asked during the meeting; prepares the Pre-Bid summaries which are hand-delivered or mailed to all prospective bidders; and makes all appropriate changes in the addendum to the lease.
  • Accepts, signs, and time stamps notice of intentions to bid, qualification questionnaires, bid proposals, and accepts documents for recording and processing. Provides the bidders with the information requested concerning the Airports Division Property Management and Land Acquisition Staff.
  • Assists in the bid opening. Prepares individual bid tabulations for the staff and bidders' use. Assembles the bid proposals in the priority in which they will be opening. Records bid results and labels the proposals for the identification purposes. Responsible for checking and verifying the correctness of the bid totals; checking to see that the bid deposit amount is correct; and preparing the memorandum to the Director of Transportation informing him of the bid results and the letter of award to the successful bidder.
Property Management:
  • Helps maintain and control a perpetual inventory of all airports properties by entering proper notations to the master inventory file when property is disposed of by sale, exchanged or withdrawal by Executive Order or acquired by purchase or by Executive Order; make proper notations, revisions and/or amendments to original contracts.
  • Assists in the maintenance and control of AIRMIS (a computerized central inventory of all tenancies) by making inputs into the computer of transactions (permits, leases or contracts) by the Airports Property Management and Land Acquisition Staff. Also helps in the preparation of the following inventories and reports:
  • In anticipation of the actual occupancy by a tenant, assures that the required deposit, cash or bond, has been posted and the required insurance policies have been procured and contain the requisite conditions.
  • Helps maintain a master tenants' list, inventory card files and a numerical list of all tenancies. Reviews data on source documents for accuracy and adequacy; extracts pertinent data on said lists and inventory cards when tenancy commences; maintains a suspense file for expiration dates of agreements, insurance policies and bonds renegotiation periods for leases; and keeps the Property Managers informed of these dates.
  • Assists in the preparation of a summary consolidating all pertinent data for use by the Property Management and Land Acquisition Staff, Fiscal Staff and the Tax Department and notifies them of terminations or any other amendments.
  • Prepares submittals to the Board of Land and Natural Resources for approval of land dispositions.
Office Management and Services:
  • Follows filing procedures and services for the control of Property Management and Land Acquisition Staff records.
  • Reviews, indexes and files correspondence, agreements, insurance policies, bonds, appraisal reports, maps and other materials relating to this staff.
  • Records, routes, and files confidential qualification questionnaires.
  • Receives bid proposals, stamps, and files the sealed proposals for safe keeping until bids are opened and read.
  • Prepares correspondence originating in the Property Management and Land Acquisition Staff for signature by the Property Management Supervisor, the Airports Administrator` or the Director of Transportation.
  • Responsible for the completeness and conformance of the following legal documents prior to transmittal to the tenant, District Office, Tax Office, and Department of Land and Natural Resources:
  • Publication Notices
  • Licenses
  • Revocable Permits
  • Services Permits
  • Notary Acknowledgements Contracts
  • Furnishes information and assistance regarding the use and filling of various forms and documents set forth by the requirements of law.
  • Answers telephone inquiries regarding the function of the Airports Division Property Management and Land Acquisition Staff such as bid deposits, bid bond requirements, execution of contract documents, status of various contracts and permits, application for space, etc.
  • Independently prepares the Property Management monthly status report.
  • Independently processes a variety of materials for conformance within the standards established by the contract's office.
  • Prepares requisitions, leave requests for this staff.
  • Devises and prepares administrative time-saving forms.
  • As assigned, performs other related duties.
Nature of supervisory Control Exercised Over the Work:
  • Instructions Provided. The incumbent in this position makes independent decisions within the scope of established Policies and procedures.
  • Instructions are given only on more difficult work. A high degree of initiative and independent action is required.
  • Assistance Provided. Employees seek assistance from supervisors with problems of an unusual nature.
  • Review of Work. Work is evaluated daily for timeliness and spot checked periodically for accuracy.
Required Knowledge:
  • A thorough and comprehensive knowledge of guidelines, precedent cases and situations, office practices and procedures, land terminology, principles and .methods of property inventory control and laws pertaining to public lands is required in order to independently accomplish non-routine and difficult work items. Judgement is required in selecting appropriate guidelines as the basis for action from among the many established and precedent materials available.
Required Skills/Abilities:
  • Identify the various types of properties; set up and maintain accurate files, read, interpret and apply laws, prepare inventory, statistical and related property management reports, establish and maintain good working relationships with others within the outside the Department of Transportation. The effectiveness of this position depends heavily on ability to secure the cooperation and confidence of all Contacts.
Required Education:
  • High School graduate.
Required Experience:
  • A combination of education and experience substantially equivalent to graduation from high school and three (3) years of progressively specialized experience, which shall have involved preparing or processing contracts, specifications and related legal instruments or notices requiring the knowledge and application of pertinent laws, policies, and procedures.
