Overview:
URC is seeking applications from qualified individual consultants to work under the direction of Senior Vice President for Asia/MENA Programs to perform tasks as listed below. The qualified consultant will assist in gathering information and identifying in-country resources necessary to develop strategic and successful proposals for US government funded health programs with specific focus on Tuberculosis related activities in Asia/MENA region.
Scope of Assignment:
There are two main objectives of this consultancy:
Objective 1: Analyze and document the URC-led interventions under the USAID funded Cure TB project in the Kyrgyz Republic. The anticipated level of effort for this task is 15 working days. Specific assignment includes the following (September - October 2023):
  1. Review all work plans, annual reports, quarterly reports as well as any ad hoc reports produced by the project during its life cycle.
  2. Map out innovative interventions under REACH, CURE, PREVENT and SUSTAIN domains of the USAID's Global Tuberculosis (TB) Strategy 2023-2030 implemented under USAID Cure TB Activity in Kyrgyzstan
  3. Meet and interview with both URC HQ and field staff to understand the strengths, weaknesses, successes, and challenges of the project.
  4. Visit Bishkek, Kyrgyzstan and interview key players and stakeholders on Cure TB interventions that are both innovative and effective.
  5. Analyze and if possible, quantify the effects of Cure TB interventions.
Expected Deliverables from Objective 1 Task:
  • Up to five short Technical Briefs
  • Trip Report
Objective 2: Assist URC to position, conceptualize, prepare, and submit successful proposals relating to Tuberculosis activity in Asia, including but not limited to Central Asia. The anticipated level of effort for this task is estimated at 40 working days. Specific assignment includes the following:
  1. Review and analyze background and RFA/RFPs document and advise URC on competitive positioning.
  2. Contribute to technical strategy development throughout the proposal process including service as a lead writer for the proposals.
  3. Be available to attend and contribute to the meetings/calls, as needed.
Expected Deliverables from Objective 2 Task:
  • Draft technical proposal including results framework and key interventions.
  • Technical presentations and/or feedback provided as part of the consultancy;
Required Experience & Qualifications:
  • MD, or a graduate degree in a health-related field from an accredited college or university
  • Experience conducting capture efforts for international development organizations preparing proposals on US government-funded health projects, either as an implementer, ministry partner, or other involved stakeholder.
  • Experience with TB programs is desirable
  • Experience working with major TB donors is desirable
  • Superb communication, presentation and writing skills in English
  • Ability to provide regular updates by email or calls
