Stanley Consultants is seeking an individual to augment our engineering design and project management efforts for water resources for our West Palm Beach office. Through your understanding of water resources challenges, goals, and value drivers, you will successfully link the company's capabilities to meet client needs and provide leadership in the areas of procuring and delivering projects. By collaborating with fellow members and partners, you will achieve client satisfaction and quality standards that result in valuable client relationships, positive name recognition, and repeat work.

The Senior Water Resources Engineer / Senior Project Manager is responsible for building a strong client/contractor/subconsultant network through personal visits and active participation in client-focused organizations and industry related events. You will manage projects and lead pursuit teams in identifying and targeting project opportunities, capture planning, proposal, and interview preparation. You are team-focused, collaborative, and motivated to build Stanley Consultants' water resources portfolio for design and construction services along with the growth objectives of the company. Previous experience in developing, delivering, and managing water resource design projects and 10+ years of professional experience on projects is required, as well as the desire to grow personally and professionally with each client service/project management engagement. We see this position as 50% project management and 50% engineering design.

As Senior Water Resources Engineer / Senior Project Manager you will:

  • Manage the preparation of water resources studies, including hydrologic and hydraulic analyses and development of conceptual designs.
  • Manage the preparation of plans and specifications for the design of water resources facilities, including storm sewer systems, open channels, detention facilities, erosion control, utility relocation, dams, levees, and other hydraulic structures and facilities.
  • Direct and perform water resources calculations and modeling.
  • Direct field studies, surveys, and data collection for water resources investigations.
  • Prepare cost estimates, project schedules, FEMA Letters of Map Revision, and permit applications.
  • Assist in the preparation of proposals.
  • Provide construction administration services for water resources projects.
  • Provide mentoring.
  • Work with our existing client base to understand their needs, identify project opportunities, and convert task orders. Develop partnerships with clients to support their growth objectives.
  • Manage and leverage relationships with the South Florida Management District, U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife (USFWS) Service, and Department of Defense (DoD). Align key internal member experts with client representatives to increase our relationship breadth, expand our service offerings, and continue to grow new, productive relationships.
  • Manage relationships with industry partners and alliances. Network within client and industry organizations to meet business development objectives.
  • Support the delivery of projects to enhance client satisfaction. Develop a record of growth and client satisfaction.
  • Understand and support the corporate strategy, business direction, and growth and profitability objectives. Align business development activities accordingly to achieve business goals.
  • Understand and promote the company's core values, brand and broad range of company services and diverse member capabilities so to provide clients with the talent to meet their needs and to help recruit key staff in support of the business growth plan.
  • Develop internal relationships to support the success of Stanley Consultants. Promote an environment of collaboration, accountability, and high performance within the proposal and project teams.
  • Track regulatory, market, and industry activity to understand and communicate its implications on the clients' business. Use information to identify new business opportunities with existing clients and to actively pursue new, strategically significant clients.
  • Participate actively in professional organizations.

Background Requirements include:

  • Bachelor of Science degree in Civil Engineering, Agricultural Engineering (Water Resources focused), or Biological Systems Engineering (Environmental / Water Resources focused); Master of Science in Civil Engineering (preferably Hydraulics) preferred, but not required.
  • Professional Engineer (PE) license required; Florida PE and NCEES record preferred.
  • Certified Floodplain Manager a plus, but not required.
  • Minimum of 10 years of relevant experience in water resources planning and design, program management, ecosystem restoration projects, streambank stabilization, and/or stormwater management.
  • Experience with hydraulics and hydrology modeling software preferred: HEC-RAS, HEC-HMS, TR-20, XP-SWMM, EPA-SWMM, FLO-2D, ICPR, MikeSHE, Mike 11, CEDAS.
  • Ability to articulate and operate within the One Water paradigm.
  • Integration of smart water systems, automation, and machine learning into overall water design.
  • Assisting in marketing business opportunities with key clients and development of responses to RFP/RFQs.
  • Providing marketing, technical leadership, and support during the procurement and execution of projects
  • Successful project management experience in delivering projects on time and within budget is required.
  • Demonstrated ability to manage multiple clients.
  • Knowledge of project delivery methods and the ability to lead complex contract pursuits.
  • Business acumen including risk management and negotiation skills.
  • Experience with the SFWMD, USACE, USFWS, and DoD is preferred, but not required.
  • Experience with ArcGIS, MicroStation and/or AutoCAD is a plus, but not required.
  • Must be self-motivated; able to work both independently and as part of project team.
  • Must have excellent oral and written communication skills.
  • Participation in professional organizations is desired.
