The primary responsibility of the Requirements Analyst (RA) is to elicit, analyze, document, validate, and manage the needs and requirements of the USAMRDC stakeholders for eIT PMO IT Services and capabilities. The RA, reporting to the MeRITS Sub-Portfolio lead, supports requirements activities across all segments of the eIT PMO and its sub-portfolios, systems, and functional elements. The Requirements Analyst also supports system engineering activities as the principal individual executing the Requirements Engineering process. This position manages both legacy requirements (traditional “shall” statements) and agile development elements (epics, user stories, and so on).
Primary Responsibilities
Under the supervision of the Portfolio Manager and Service Area Lead(s), act as liaison between the stakeholders/users and the eIT PMO, eliciting requirements, capturing specifications and documenting user stories. Evaluate and organize needs, requirements/user stories and specifications. Document meeting minutes for all related customer meetings. Assist with coordinating and conducting customer meetings to address requested needs. Ensure the verification of all related software and service deliverables. Perform requirements traceability and support validation activities as required. Support specific software and service development activities for architecture and engineering efforts. With management supervision, document Requirements Engineering elements within the architecture management tool, IT Service Management tool, and agile management tool. Manage requirements and associated artifacts throughout the lifecycle of the system or defined customer service. Support the design, establishment, operation and management of the eIT PMO Requirements Engineering Process and its integration within the organization’s overarching Enterprise System/Service Lifecycle Management (ESLM) process as well as SE&A design and development processes. Maintain a safe workplace ensuring awareness of and observation of appropriate safety and occupational health rules and regulations. Employee may be required to attend safety training relative to this position and report any infractions of safety procedures to the facility Safety Officer. Primarily working with the Business Analyst and the Data Architect, ensure that all relevant customer business process areas are accounted for appropriately within the design and functional requirements. Assist with basic configuration and documentation of toolsets in place to support requirements activities.
Secondary Responsibilities:
Contribute to efforts of the eIT PMO to provide quality and value to customers, management, and team members. Facilitate effective communication among team members in order to develop more integrated and transparent processes. Coordinate closely with developers, testers, and others to develop and deliver quality IT solutions. Attend weekly team and ad hoc meetings. Provide weekly status updates per Project procedures. Attend CCB and ERB meetings to provide input regarding requirements/specifications. Perform peer reviews and QA reviews for various eIT PMO document artifacts. Update and maintain artifacts associated to the Requirements Engineering process. Prepare meeting minutes and PowerPoint presentations as needed for briefings to the Government Project Manager (PM). Participate and observe the execution of test scripts for eIT PMO products.
Basic Qualifications
Bachelor’s Degree or relevant formal accreditation related to IT services and support is required. Strong verbal and written communication skills. Experience in Department of Defense environment preferred. Position requires strong problem solving skills. Minimum of 4 years’ experience in the IT field with the ideal candidate having worked as an RA. Understanding of Microsoft Office (Word, Excel, Project and Visio). Basic knowledge of agile tools (such as Jira). Basic knowledge of requirements management tools. Must be able to successfully complete a NACI background investigation. U.S. citizenship. Maintain a professional and courteous manner at all times. Must be able to work independently following a brief period of specific technical training, and also be a strong team player when called upon. Must have an eye for detail and demonstrate the ability to absorb and clearly document complex problems. Have an aptitude for continued learning. Physical capabilities: work may involve long periods of sitting and or standing.
Preferred Qualifications
IT Requirements Engineering processes. Ability to take ownership of requirements process improvements and make recommendations to leadership. Strong proofreading and editing skills. Food and Drug Administration (FDA) 21 CFR Regulations and Guidelines. DoD/Army processes and guidelines. Need to understand policies, regulations, and guidelines that must be followed to keep the Project operational. Work schedule must be flexible and may require occasional after hours or weekend work to assist the Product Support and Sustainment team with product downtimes. Understand USAMRDC OPAA Acquisition procedures.
