OPENING DATE: 12/11/15 CLOSING DATE: 12/29/15 04:30 PM LOCATION: (Public Works Admin Bldg) Arden Hills, Minnesota BASIC FUNCTION: To perform engineering services relating to the design, maintenance, and construction of public works multi-modal transportation projects and related infrastructure ; and to perform related duties as assigned. (This is the intermediate class in this series. It differs from Engineer 1 in that assignments provide the opportunity to refine the knowledge and skills gained through education and entry-level engineering activities in order to advance to the full performance level, Engineer 3.)
Note: The current vacancy will focus on Traffic Engineering including; traffic modeling, corridor studies, traffic counts, signal warrants analysis, signal operations, pavement markings, developmental access review and other traffic management strategies.

- Design roads, bridges, pedestrian/bicycle paths, water resource systems, traffic signals, and other engineering projects as a member of an engineering team (using a CAD program) under the supervision of a registered professional engineer.
- Provide engineering support to the Director of Public Works in the establishment of priorities, planning, programming, funding, and review of public works programs, projects and maintenance operations.
- Organize and oversee the preparation of technical reports such as traffic modeling, signal timing, corridor studies, and project memorandums under the supervision of a registered professional engineer.
- Organize and oversee the preparation of plans, specifications and cost estimates for individual projects.
- Provide technical assistance on construction projects to Engineering Technicians and Environmental Resource Specialists regarding the design, construction and maintenance of highways, bridges/structures, parks and open space projects, water resource features, and other infrastructure elements; may act as project supervisor on construction projects.
- Direct the surveying for and inspection of construction projects on roads, bridges, traffic signals, water resource features, pedestrian and bike paths, and parks/open space improvements under the supervision of a registered professional engineer.
- Review and recommend action on reports, correspondence, legislation, proposed development, and technological advances and improved methodologies pertaining to public works projects.
- Research documents, textbooks, and legal and engineering manuals to ensure that practices meet laws and standards. Meet with citizens, public officials, other government agencies, department staff, contractors, consultants, and suppliers to exchange information, represent the county's interests, and ensure compliance with county policies.
- Conduct pavement ratings and analysis for a pavement management program.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 MINIMUM QUALIFICATIONS Education: Bachelor's Degree in Civil Engineering from an accredited college or university.
Experience: Two years of post-graduate experience in civil engineering.
Other: Must be registered as an Engineer In-Training (EIT) and have a valid driver's license. EXAM/SCREENING PROCESS INFORMATION
